"Growler Bill" filed in Florida Senate

The "growler" bill is back on tap for Florida lawmakers. Sen. Jack Latvala, R-Clearwater, introduced legislation Tuesday for the 2015 session that would end the state's prohibition on 64-ounce beer containers known as "growlers."

Latvala attempted to pass a similar growler bill during the 2014 session, but that failed after the proposal was mixed into a more wide-ranging measure backed by large beer distributors who claimed a need to protect the state's Depression-era three-tier regulation system.

The tiered system requires the manufacture, distribution and sale of alcoholic beverages to be separated. Latvala's proposal (SB 186) seeks to allow the half-gallon containers to be filled at craft breweries, the same as quarter-gallon and gallon containers are filled.

The proposal includes a provision that would require each growler to be labeled and sealed to avoid being immediately consumed.

The provision was among those requested by the Florida Beer Wholesalers Association, which last week announced it wouldn't push lawmakers in 2015 to mix a variety of issues into any bill strictly seeking to end the state's decades-old ban on growlers.

A companion measure to Latvala's bill is being filed in the House by freshman Rep. Chris Sprowls, R-Palm Harbor.
