Santa Rosa Commissioners meet Monday

The Chumuckla Redneck Christmas Parade may be history, but the Redneck Run may live on.

Among the items on the agenda for Santa Rosa County commissioner at their Monday committee meetings is a request by the Chumuckla Athletic Association to use County Road 182, Webb Landing and Gin Road for the Redneck Run on Nov. 1 at 6 a.m.

The Athletic Association had used the Redneck Christmas Festival as a way to raise money to provide Christmas for needy children in the community. But organizers canceled it after saying it had strayed from its roots to become a trashy nuisance.

Commissioners meet at 9 a.m. in the board room at the administrative complex on U.S. 90.

Administrative Committee – Melvin & Salter

1.Discussion of three (3) proposals received for solid waste collection services north of Yellow River.

2. Discussion of implementation of countywide 700/800 MHz Trunked Emergency Communication System capital project in conjunction with Escambia County.

3. Discussion of Chumuckla Athletic Association Redneck Run using CR182, Webb Landing and Gin Road on Saturday, November 1, 2014 beginning at 6:00 a.m.

4. Recommend use of the South Service Center for overflow parking for the Gulf Breeze Zoo Boo at the Zoo event on October 18 and 19, 2014.

5. Discussion of annual Navarre Krewe of Jesters Mardi Gras parade on Navarre Beach Saturday, February 7, 2015.

6. Discussion of waiver of nuisance noise ordinance requirements for entertainment at VFW Post 4407 at 1783 Abercrombie Road until10:00 p.m. Saturday, November 1, 2014 for 13th Annual Bear’s Toys for Tots Poker Run.

7. Discussion of cancellation of the November 24, 2014 and December 22, 2014 Committee-of-the-Whole meetings and November 27, 2014 and December 25, 2014 regular meetings due to observance of Thanksgiving and Christmas holidays.

8. Presentation on 2014 Annual Update to Local Mitigation Strategy and Flood Mitigation Plans.

Public Services Committee – Lynchard & Williamson

1. Discussion of the 7th Annual Adopt-a-thon which will be Saturday, October 18th, from 9 a.m. to 2 p.m. at the shelter located at 4451 Pine Forest Road in Milton. For this special event, there is no fee to adopt a cat or dog and a spay/neuter voucher will be provided at no cost for any unaltered animal. Attendees who wish to adopt a new pet and currently have pets at home should bring proof of rabies vaccination for each animal. Pets on leashes with a current rabies tag attached are welcome to attend. The opening ceremony is at 9 a.m. with Colors presented by the U.S. Naval Sea Cadets Whiting Division.

Public Works Committee – Williamson & Cole

1.Discussion of request from Bill Walther Construction for an Encroachment Agreement for a 1.4 foot encroachment into the drainage easement on Lot 2, Block D, in the Twelve Oaks subdivision.

Budget & Financial Management Committee – Cole & Lynchard

1.Discussion of Budget Amendment 2015 – 001 in the amount of $1,223,996to carry forward the Future Capital fund balance in the Capital Fundand place in reserves.

2. Discussion of Budget Amendment 2015 – 002 in the amount of $51,897 to transfer funds from the Capital Fund to the General Fund to purchase three (3) ½ ton pickup trucks ($17,299 each) for the Building Inspection Department as approved at the August 28, 2014 BOCC Regular Meeting.

3. Discussion of Budget Amendment 2015 – 003 in the amount of $275,197 to carry forward funds for the Holley by the Sea drainage study in the Road & Bridge Fund.

4. Discussion of Budget Amendment 2015 – 004 in the amount of $20,000 to carry forward funds to cover the increased veterinarian costs and allocate for expenditure in the General Fund.

8. Discussion of Budget Amendment 2015 – 008 in the amount of $39,871 to carry forward funds for the purchase of a Half Ton Fog Truck and a Half Ton Larvacide Truck as approved at the June 26, 2014 BOCC Regular Meeting.

9. Discussion of Budget Amendment 2015 – 009 in the amount of $805,115 to carry forward unspent funds for capital projects in the Peter Prince Field Fund.

10. Discussion of Budget Amendment 2015– 010 in the amount of $43,856 to carry forward unspent funds in the MSBU Beach Renourishment Fund and allocate for expenditure.

20. Discussion of Budget Amendment 2015 – 020 in the amount of $775,281 to carry forward authorized but unspent funds for the construction of the rail spur to serve Gulf Cable expansion in the Santa Rosa Industrial Park. Funded with the FDOT Economic Development Trust Fund.

21. Discussion of Budget Amendment 2015 – 021 in the amount of $1,187,043 to carry forward unspent funds for the repair and upgrade to grounding for the south tower building ($5,922) as approved at the March 27, 2014 BOCC Regular Meeting with the remainder ($1,181,043) into the ICP Reserve account in the General Fund.

22. Discussion of Budget Amendment 2015 – 022 in the amount of $108,609 to carry forward unspent funds for re-roofing of the Gulf Breeze Library Building as approved at the July 10, 2014 BOCC Regular Meeting in the General Fund.

23. Discussion of Budget Amendment 2015 – 023 in the amount of $1,585,678 to carry forward fund balances in the District Recreation Funds and place in reserves.
