North Santa Rosa County is on the verge of getting a new garbage collector, the 2014 Gulf Coast Agritourism & Ecotourism Business Development Conference will be Nov. 5 - 6 and Santa Rosa’s Christmas parades are just around the corner. ECUA comes to Santa Rosa About 33,000 households in north Santa Rosa County are about to get a new, standardized solid waste collection provider. Santa_Rosa-trash-franchise-mapThe Santa Rosa County Commission approved a resolution Thursday awarding the contracts for two newly-created solid waste franchise areas to the Emerald Coast Utility Authority. The two governmental agencies are expected to finalize the deal with an interlocal agreement in November. The goal is for new services to start on Jan. 1, 2015. Currently, north Santa Rosa residents in unincorporated areas may choose their own a solid waste provider or take care of their garbage themselves. ECUA will provide garbage pickup in a 95 gallon can twice weekly, recycling once per week, yard waste twice monthly and bulky item pick up on demand. Additional services like side door collection and bear resistant barrels available at an extra charge. However, side door pick up for disabled people is no charge. The two franchise areas cover most residences north of the Yellow River. Homes in the northeast corner of the county, near the Blackwater River State Forest, are not included in a franchise area. Residences south of that river have had franchised solid waste services for several years. The basic charge for service in the franchise area south of County Road 182 will be $49.65 while the franchise area north of County Road 182 will be $47.88. Residents have the option of using ECUA or transporting their waste to the county landfill themselves. Small providers which use trucks of 15,000 pounds or lighter will be allowed to continue providing services. Santa Rosa spokeswoman Joy Tsubooka said she is only aware of one such provider, J & L Garbage Service. In addition to ECUA, Waste Pro of Florida and Waste Management also submitted bids to provide the service.
